Legal outcomes do not emerge from a single decision. They are shaped by a chain of information, actions, decisions, responsibilities and interactions across a legal process.
Bartolo's methodology is being developed to examine quality across the legal journey — not simply whether a matter was won, lost, prosecuted, dismissed or closed.

Map the legal process — its stages, actors, rights, responsibilities, decisions and information flows — and understand how it works in practice.
Measure
Define meaningful dimensions and indicators of process quality, going beyond outcomes alone to examine the quality of the process that produced them.

Understanding how law becomes process — and how the quality of that process shapes the conditions for justice.
Our first focus
Criminal justice
Bartolo will begin by applying its methodology to the criminal justice process.
Criminal proceedings involve multiple institutions, professionals, decisions and transfers of information. The quality of the process depends not only on whether legal rules exist, but on how those rules are applied across the entire journey.
Bartolo's first work will examine how quality is created, maintained or lost across that journey — from the earliest stages of a case through investigation, prosecution and judicial proceedings.
The aim is not to measure success simply by whether a case results in prosecution, dismissal, conviction or acquittal. It is to understand the quality of the process that produced that outcome.
